MoPub Drops Its Price For Ad Network Mediation To Zero

mopub logoIt's the one-year anniversary of MoPub's marketplace for real-time bidding on mobile ads,?and the company is celebrating by eliminating the cost for publishers to participate. CEO Jim Payne told me that the company wants to encourage as many publishers to use the MoPub Marketplace as possible. After all, he said real-time bidding is "a better way of doing things," and bringing more ad inventory into the system means MoPub can make more money from advertisers. And yes, some publishers have declined to participate in the marketplace because the current costs are too high. For example, Payne estimated that under MoPub's current pricing structure, a mid-sized publisher seeing 500 million ad impressions a month could end up paying $25,000.

Nokia Confirms It?s Looking At HQ Sale, May Lease It Back, No Plans To Leave Finland

nokia house espooAs beleaguered handset maker Nokia continues to downsize its operations to conserve cash, the handset maker is looking to sell its global headquarters in Espoo, Finland for a price of up to $387 million (?300 million). The news was first reported by the Finnish-language Helsingen Sanomat, with the real-estate price estimate coming from?Ilta-Sanomat. A Nokia spokesperson has confirmed to TechCrunch that it is evaluating this option, but that it may end up leasing back the same building, and in any case has no plans to leave Finland in the process. "As we said during Q2 results, Nokia is re-evaluating all non-core operations, including its real estate. However, we do not have any plans to move our headquarters," a spokesperson said in an email (emphasis Nokia's). "As with most companies whose core business is not in owning real estate, it makes common business sense not to tie assets in real estate property but rather invest and focus in its core operations.

Panhandle families provide loving homes for sheltered pets : News ...

Read?more: Local, Community, News, National Shelter Dog Month, October Holidays, Residents take Advantage of ?National Adopt a Shelter Dog Month? by Giving Dogs a New Home, Panhandle Families Provide Loving Homes for Sheltered Pets, Sheltered Pets, Amarillo Control, Amarillo Humane Society

AMARILLO, TEXAS -- October welcomes ?National Adopt a Shelter Dog Month.? Shelters are reaching capacity and dogs of all types and sizes are looking for a loving family and a new home.

Three to four million dogs are euthanized throughout shelters every year. Due to inadequate resources, sheltered dogs are put to sleep after 72 hours.

Amarillo Animal Control and The Humane Society have been doing their best to find loving homes for the dogs but officials say there is always more that can be done.

Assistant Director of Animal Control, Shannon Barlow said, "We'd just like to see those animals given homes. They're not an expendable commodity they need homes and they make great companions. It's a scientific fact that animals help you have a heavier lifestyle. They lower your blood pressure, they help with depression they are just a happy component to a home.?

One Amarillo family decided to take advantage of the holiday. They could have adopted a healthy dog, but instead they decided to save a dog that truly needed a second chance.
Mother, Tish Byler said, "She was adopted before and she ended up getting sick from a tick disease and so they brought her back in to be put back down and we happened to see her right after they brought her in and I wanted her so we were willing to take over her vet care and we're going to take her home."

A common myth among sheltered pets is that they are either ?damaged? or ?misbehaved,? however; shelters provide all types of animals.

"A lot of people think that if they get a purebred dog they get a better dog or they get a dog that they're going to be able to breed and make money only they're going to be able to show, so we'd just really like to see more people, you know do a lot less breeding and get these pets. There are a lot of purebred pets out here there's a lot of really neat mixed breed animals that are out here,? said Ms. Barlow.

City Commissioner, Ellen Robertson Green also joined the cause.

"I hope that everybody remembers to the most important thing to do when you own an animal is to spay and neuter it and there are many options as to affordable ways to spay and neuter,? she said.

Adding a canine companion to your family has many benefits. For more information visit Animal Control?http://amarilloanimalcontrol.com/ or The Humane Society?http://www.amarillohumanesociety.net/

Enbridge CEO floats new light oil pipeline plans

CALGARY, Alberta (Reuters) - Enbridge Inc's new chief executive kicked off his tenure as head of the main transporter of Canadian oil exports on Wednesday with new ideas to get growing volumes of light crude to Eastern markets and prospects for richer earnings.

Al Monaco, who took over as CEO on Monday, said the boom in light oil production from sources like the North Dakota Bakken has drastically shifted North America's supply outlook, forcing deep price discounts for supplies not linked to international Brent crude pricing and prompting the need for new pipeline routes.

"North America is in the process of being re-piped, both in terms of additional capacity required and the flow direction of crude and natural gas," Monaco told investors and analysts at a company-sponsored symposium. "Enbridge is right in the middle of that transformation."

The company now has up to C$35 billion ($35.4 billion) of secured and potential projects on the drawing board, and C$27 billion of that is for crude oil and liquids transportation.

Enbridge has already announced a host of new pipelines to boost access for Canadian crude to new markets, including the contentious C$6 billion Northern Gateway line to the Pacific Coast from Alberta, now the subject of public hearings.

It also plans a C$3.2 billion series of expansions across its system to move Canadian and North Dakota oil to Eastern refineries.

That would include a reversal of Enbridge's Line 9 between Sarnia, Ontario, and Montreal to reduce the need for pricey imported oil at Quebec and Atlantic Canada refineries.

Executives said they are talking with shippers about future market access.

One C$2.5 billion initiative would include expanding Line 9 beyond its current 240,000 barrel a day capacity, adding rail access to U.S. East Coast refineries from Chicago and increasing the ability to move oil to the Eastern U.S. Gulf Coast, said Steve Wuori, head of the company's liquids pipeline division.

Wuori outlined a new C$5.5 billion "Light Oil Market Access" initiative, which would include a new pipeline, called Sandpiper, to Superior, Wisconsin, from the Bakken region. It would also expand the company's mainline, using such pipelines as Line 62 in Illinois, Line 6B East of Chicago to southern Ontario and Line 9.

There is currently no timeline for these plans.

Monaco said any proposals to boost pipeline capacity will face opposition from environmental and other groups, as is the case with Northern Gateway. Criticism of Enbridge's operations has increased since the 2010 rupture of Line 6B in Marshall, Michigan, which sent 20,500 barrels of crude into the Kalamazoo River system in the costliest onshore oil spill in U.S. history.

Monaco said Enbridge, which also has gas-pipeline and distribution businesses, could exceed its goal of 10 percent growth in earnings per share over the next four years if it moves ahead with C$18 billion of secured projects and another C$12 billion that have a high likelihood of winning commercial backing. Another C$5 billion are seen as potential projects.

If projects in the first two categories went ahead, compounded annual growth rate in earnings per share could exceed 12 percent, Monaco said.

Enbridge shares were up 14 Canadian cents at C$39.11 on the Toronto Stock Exchange. They are up 2.7 percent since the start of 2012, compared with a 3.6 percent increase in the S&P/TSX composite index.

Researchers in Argentina report that women with multiple sclerosis (MS) who undergo assisted reproduction technology (ART) infertility treatment are at risk for increased disease activity. Study findings published in Annals of Neurology, a journal of the American Neurological Association and Child Neurology Society, suggest reproductive hormones contribute to regulation of immune responses in autoimmune diseases such as MS.

According to a 2006 report from the World Health Organization (WHO), MS affects 2.5 million individuals worldwide and is more common among women than men. While previous research found that up to 20% of couples in Western countries experience infertility, women with MS typically do not have diminished fertility except in those treated with cyclophosphamide or high-dose corticosteroids. Medical evidence shows sex hormones and those involved in ovulation (gonadotrophin-releasing hormone (GnRH)) play an important role in the development of autoimmune disorders.

"When MS and infertility coincide, patients seek ART to achieve pregnancy," explains Dr. Jorge Correale with the Ral Carrea Institute for Neurological Research in Buenos Aires. "Given the role of some reproductive hormones in autoimmune diseases, those with MS receiving infertility treatments are at particular risk of exacerbating their disease."

To further understand the impact of infertility treatment on MS disease activity, researchers analyzed clinical, radiological, and immune response data in 16 MS patients who were subject to 26 ART cycles. The team recruited 15 healthy volunteers and 15 MS patients in remission not receiving ART to serve as controls.

Results show that 75% of MS patients experienced disease exacerbation following infertility treatment. MS relapses were reported in 58% of the cycles during the three month period following ART treatment. Furthermore, ART was associated with a seven-fold increase in risk of MS exacerbation and a nine-fold increase of greater MS disease activity on magnetic resonance imaging (MRI). The authors noted that 73% of exacerbations were new symptoms and 27% were attributed to a worsening of pre-existing symptoms.

Worsening was associated with three different mechanisms: 1) increase in the production of certain pro-inflammatory molecules known as cytokines (IL-8, IL-12, IFN-?, and TGF-? by CD4+ T a GnRH-mediated effect); 2) increase in the production of antibodies against de myelin protein MOG, as well as B cell survival factor BAFF and antiapoptotic molecule Bcl-2 levels from purified B cells, these effects were a consequences of the rise of 17-? estradiol production induced by ART; and 3) authors demonstrated using an in vitro model of the blood-brain-barrier that ART facilitated the penetration of deleterious peripheral blood cells into the central nervous system, an effect mediated by the induction of the molecules IL-8, VEGF and CXCL-12.

"Our findings indicate a significant increase in MS disease activity following infertility treatment," concludes Dr. Correale. "Neurologists should be aware of possible disease exacerbation so they may discuss the benefits and risks of ART with MS patients."

NY charges in US-Russia military electronics case

(AP) ? A Kazakhstan-born businessman was charged in New York on Wednesday with being a secret Russian agent involved in a multimillion-dollar scheme to illegally export microelectronics from the United States to Russian military and intelligence agencies.

Alexander Fishenko was among 11 defendants named in an indictment unsealed in federal court in Brooklyn.

Eight of the defendants, including the 46-year-old Fishenko, were arrested Tuesday night and Wednesday morning and were to be arraigned in Houston; the names of their attorneys were not immediately available. Three others were still being sought.

The indictment alleges that since October 2008, Fishenko and his co-defendants "engaged in a surreptitious and systematic conspiracy" to obtain the high-tech electronics from U.S. makers and suppliers while purposely evading licensing requirements.

The microelectronics are subject to strict government controls. Authorities say they could have a wide range of military uses, including radar and surveillance systems, weapons guidance systems and detonation triggers.

U.S. authorities say the charges come amid a modernization campaign by the Russian military. Officials there are seeking components that are unavailable in Russia and often can only be bought in the United States.

Fishenko, a naturalized U.S. citizen and owner of Houston-based Arc Electronics Inc., was charged with operating inside the U.S. as an unregistered agent of the Russian government.

According to court papers, Fishenko was born in the former Soviet Republic of Kazakhstan and is a graduate of a technical institute in St. Petersburg before coming to America in 1994. He holds U.S. and Russian passports and frequently travels overseas.

An analysis of Arc's accounting records showed a "striking similarity between fluctuations in Arc's gross revenues and the Russian Federation's defense spending over the last several years," the court papers say. Investigators also recovered a letter to Arc from a Russian domestic intelligence agency lab complaining that microchips supplied by the company were defective, the papers add.

Phone calls and emails intercepted by U.S. investigators also "constitute devastating evidence of Fishenko's illegal procurement for the Russian government," the court papers say.

Prosecutors said the evidence revealed repeated attempts by Fishenko to cover his tracks. In one instance in March, he "directed an employee of a Russian procurement firm to 'make sure that our guys don't discuss extra information, such as this is for our military client,'" the papers say.

In an earlier conversation, Fishenko favorably referred to a business associate using "a Russian colloquialism for 'spy' or 'secret agent,'" the papers add.

FBI agents in Houston executed a search warrant on Wednesday at Fishenko's firm. A phone call to the company would not go through.
