Upcoming budget 'relief': Tax exemption mulled for salarymen

ISLAMABAD:?Salaried individuals and small business owners are likely to receive significant tax relief in the upcoming budget. The government is considering exempting up to Rs350,000 in income from tax calculations entirely.

At present, while a salaried person earning less than that threshold is not taxed at all, one earning even a nominal amount above it is taxed on the entire income.

For instance, someone earning Rs400,000 is taxed at 1.5% on the entire amount. If the proposal under consideration is incorporated, however, the person earning Rs400,000 will only be taxed on Rs50,000 that is above the exempted threshold.

The move, if included in the ruling government?s fifth and last budget before upcoming elections, will benefit roughly 1.1 million salaried taxpayers in the country.

The budget is likely to be announced before mid-June.

Proposals on the table

The proposal was thrashed out at a meeting of tax reforms coordination group on Thursday, headed by Finance Minister Dr Abdul Hafeez Shaikh. Asked if the government was going to review tax brackets, the finance minister said the government will provide ?relief to the masses? in the upcoming budget.

Last year, the income tax exemption threshold, for salaried individuals and business owners, had been raised to Rs350,000 from Rs300,000.

A senior Federal Board of Revenue (FBR) functionary ruled out the possibility of increasing the income tax exemption threshold in the next financial year.

The proposal has currently been shot down, he said, but hastily added that nothing can be said till the finalisation of the budget.

He added though that the government was reviewing the option to lower tax rates on initial income brackets. The purpose is to provide relief as people?s purchasing power is shrinking due to double-digit inflation, he added.

Tax brackets

For business owners, there are five income tax slabs ranging from 7.5% to 25% while for salaried individuals there are 16 tax brackets ranging from 1.5% to 20%.

Business owners with income exceeding Rs350,000, but less than Rs500,000, pay 7.5% in taxes while salaried individuals with income between Rs350,000 and Rs400,000 the tax rate is 1.5%.

The highest rates are applicable for salaried individuals earning more than Rs4.55 million per year, or businesses having an annual income above Rs1.5 million, according to the Income Tax Ordinance. For corporations, the income tax rate is 35%.

Taxing rental income

The government, on Thursday, also considered proposal to tax income from rental property, which is a federal subject under the constitution. A proposal to levy tax on monthly rental income above Rs100,000 was floated, but could not be finalised since the finance minister had certain reservations, sources said.

An FBR official said the authorities will also have to take provinces into confidence. Under the constitution, the federal government cannot levy tax on agriculture income but it has the right to tax rental income.

Earth has little to fear from a black hole attack

We can all rest easy. Small black holes that may be roaming space undetected would leave Earth unscathed if they hit us.

Various models suggest matter may have collapsed into black holes soon after the big bang. The smallest of these so-called primordial black holes would have evaporated through a process called Hawking radiation long ago.

But those weighing a billion tonnes or more could still be around, and many of these black holes would be hard to detect ? unless they hit us, says Katherine Mack of the University of Cambridge. "We'd see that."

In fact, over-eager physicists have already flagged two false alarms. In 1908, a mysterious explosion flattened more than 2000 square kilometres of forest near the Tunguska river in Siberia. In 1973 physicists proposed that a colliding black hole was to blame ? a suggestion that was later proved wrong.

Then in 2003, another group suggested that an unexplained set of seismographic data could be from a dense object called a "quark nugget" smacking into the planet. It turned out to be an earthquake.

End to false alarms

Shravan Hanasoge at Princeton University and colleagues wondered if there was a way to avoid future false alarms. They ran detailed simulations of what would happen if a billion-tonne black hole struck Earth.

It would probably hit at a good clip, moving at a relative speed of a few hundred kilometres per second. But it would be smaller than an atomic nucleus, so it would only make a small, needle-like tunnel through the Earth.

Despite its small size, we would still know it had hit. That's because when the black hole first reaches and then exits the Earth's outer core, the outer core would vibrate, creating spherically symmetric shock waves. These would trigger every seismic detector on Earth at the same time ? unlike regular earthquakes, which are more localised. "This distinguishes the signals from anything we would typically see," says Hanasoge.

Happily, the effect would be minor, like a global magnitude-4 quake. "There would be no widespread destruction," Hanasoge says. "It would be almost unnoticeable."

Unfortunately for black-hole hunters such events would be extremely rare. Even if, as some predict, primordial black holes made up all of the dark matter in the galaxy, they would collide with the Earth just once every 10 million years.

Cosmic strings

But since we have the equipment that could detect them we might as well look, Hanasoge says. "It doesn't take much. With the existing apparatus and existing methods, we'd know if this happens."

Although the odds of success are low, the pay-off could be high. Primordial black holes may have arisen from objects such as cosmic strings, defects in the fabric of space-time that may have formed after the big bang.

"It gives us insight into what happened in the early universe that is hard to get at otherwise," Mack says. Finding something left over from the earliest moments of the universe "is like a message in a bottle from the big bang straight to us. It gives us a very direct picture of what happened at that time. And that's extremely exciting."

As these selected religions began their domination process, others were simply forgotten.? Christianity, Islam, and Buddhism were among the top three dominating religions.? Today Christianity and Islam are still the two top religions of the world at 33% and 21% respectively.? Christianity denominations are as follows: Catholic, Protestant, Eastern Orthodox, Pentecostal, Anglican, Monophysite, AIC's, Latter Day Saints, Evangelical, SDA's, Jehovah's Witness, Quakers, AOG, Nominal, etc?? Islam denominations are as follows: Shiite, Sunni, etc?? Although "Pagan" and "Idolators" were the titles that were used to refer to as Christians and Islamic faiths respectively, these titles are extremely negative in nature.? As this dissertation is written not to offend any religious beliefs, the negative titles used above are as an academic piece of information.? If in fact any person is offended by these documented reference terms, I sincerely apologize.?

The characteristics of primal Faith are as follows:

• Oral canon, a section of oral stories of sacred nature, not written.? Oral stories have a unique way of making a story come to life however text has a way of preserving exact information and descriptive phrases.
• A very wavy line between the spiritual and secular dimensions.
• A pre-technology world base religious system.
• Religions that deal with all aspects of life, nature and spirituality.
• Life consists of two divisions, work and social.? Work and social were not considered to be opposite sides, but two items of the same concept, life.? Practicing religion was considered to be a part of life, not a separate part of life.? One practices religion the same as one breathes, every moment and without thinking.
• Primal faiths acquired the characteristic of "eternity", not, "forever".? Forever deals with the sense of time.? Time carries with it the concept of having to "keep track" of something.? Eternity however doesn't require a watch or calendar.? It simply is timeless existence.?
• Rituals have two characteristics: 1. Play acting or performing concepts of a specific faith or religion.? 2. The ritual carries substantial significance for the faith or religion.
• Two concepts, harmony and balance are what make up a well achieved life and all items that interfere with this harmony must be dealt with swiftly.
• Primal religions both have multiple Gods and believe that God and humans work together to create a well-balanced life.? Christianity however believes that there is only one God and God is above us all.
• Magic is utilized in Primal Faiths or religions.

The afterlife of a human of a Primal faith is unique.? The body of a dead individual is thought to have gone limp due to the absence of the spirit.? The spirit has thought to have gone to the invisible world where only spirits may enter. ?Due to the method of beliefs and ritual passing (orally), the "story teller" may see to it to add, alter, or delete any information or tell the "story" in a unique flamboyant style.?

Primal Indigenous

The default install of the app included direct recommended links to pornographic material on the main page of Reddit. You see, the filtering agent that decides what is shown on the home screen of the app had all the sub-categories enabled by default. Categories like "ass," "NSFW," "pornvids," "spaceporn," and all other sorts of unsavory material that many folks wouldn't want to see would show up as links.
