Dallas mayor has positive outlook on 2012

DALLAS ? Six months into his first term and his first budget behind him, Dallas Mayor Mike Rawlings looks ahead to 2012 and likes what he sees.

"You see all these things happening and you say, 'Wow, this is an exciting time in Dallas' history.' So understanding that is, I think, the key to us being successful in other areas," Rawlings said.

The mayor said long-planned projects will permanently transform the city in 2012.

The Margaret Hunt Hill bridge will open.

The deck park over Woodall Rodgers Freeway will be complete.

Another downtown park, Belo Garden, will offer more green space amidst the concrete.

The Dallas owned-and-operated City Performance Hall in the Arts District should open in September.

And the Perot Museum of Nature and Science downtown will almost be done.

All are exciting improvements, but what also excites Rawlings are the results of a city-financed poll that found Dallasites are much more positive than the rest of the nation.

"In Dallas, 65 percent of us said the best days are ahead of us and only 15 percent said the best days are behind us, so that sense of optimism is very real," Rawlings said.

But Rawlings also wants to channel that optimism to solve some very big problems.

Public schools must improve in all areas of the city. He sees a role in hiring the new superintendent.

"We've got to attract a great superintendent of schools, and the way we do that is to have the mayor have open arms with a reform-minded individual that wants to do change and say, 'We will get the business community behind you,'" Rawlings said.

The other challenge is improving southern Dallas.

"We've got to create an environment for growth," the mayor said. "We can't just go spend some money and it's going to happen. We've got to show how people and how capital has gone in southern Dallas and had great return on that capital."

Rawlings also expects a great marketing job in 2012. "I mean, this is a great city, and we need to tell the story in an exciting way to the people that it's not on their radar screen," he said.

It's certainly on the mayor's screen at City Hall.

Embraer wins contract to build military planes in Jax

Brazilian aircraft maker Embraer Friday won a Defense Department contract to manufacturer military aircraft in Jacksonville.

The contact, totaling $355 million, represents 50 high-wage jobs initially at an Embraer facility at Jacksonville International Airport. Mayor Alvin Brown, who lobbied heavily for the contract, said the company could begin hiring in January.

?This is great economic news for Jacksonville,? Brown said in a news release. ?The award reaffirms that Jacksonville is the most military and business friendly city in the United States.?

"It's about tapping our skilled workforce," Brown said in a phone interview. "We have graduates of the best colleges and universities here ? the Naval Academy, West Point. They come here, serve and exit ? why not tap that?"

The A-29 Super Tucano is currently flown by five air forces and on order by others, according to an Embraer news release. The company said the planes are credited with helping the Colombian government defeat the FARC insurgency.

"The 150+ units now in operation around the world have logged over 130,000 flight hours, including more than 18,000 combat hours without any combat loss," the news release stated

The Defense Department said 55 percent of the contract work would be done by Sierra Nevada Corporation at its Sparks, Nev. facility, and 45 percent by Embraer in Jacksonville.

Time Warner Cable subscribers lose MSG Networks

(AP) ? Subscribers of Time Warner Cable woke up New Year's morning to find the sports channels MSG Network and MSG+ missing from their cable TV line-up.

The New York cable company says fans may miss games featuring the New York Knicks, Rangers and Islanders; the Buffalo Sabres; and New Jersey Devils. That's because it has failed to reach an agreement with the MSG networks owner, Madison Square Garden Co.

It is the latest spat between a cable company and a channel provider that underscores the friction on both sides over the fees carriers pay for channels.

According to Time Warner Cable, MSG wanted a 53 percent increase in the rates it charges the cable network for its games. Time Warner said this demand came after the two companies had already agreed to a 6.5 percent rate increase last year.

"We hope the fans will remind MSG that in these economic times, no one can afford to pay 53 percent more for their channel," said Mike Angus, senior vice president, Content Acquisition, for Time Warner Cable.

MSG says no agreement has been reached and has urged its customers to switch providers.

Michael Bair, president of MSG Media, disputes Time Warner Cable's numbers.

"The numbers that Time Warner Cable is reporting are categorically untrue," said Bair. "All we have asked is for Time Warner Cable to value our programming in the same way as other TV providers ? nothing more, nothing less."

The first games scheduled in 2012 on the MSG networks are at 7 p.m. Monday: New York Knicks-Toronto Raptors and New Jersey Devils-Ottawa Senators.

Facebook photos lead to child abuse arrests in Arizona

PHOENIX (Reuters) - Two Arizona parents were arrested by sheriff's deputies after apparently posting pictures on Facebook that showed their children, an infant and a toddler, bound with duct tape, authorities said on Thursday.

Coconino County deputies arrested Frankie Almuina, 20, and Kayla Almuina, 19, on suspicion of two counts of child abuse on Wednesday at their northern Arizona home after being alerted to the photos by an anonymous tip.

The children, a 2-year-old toddler and a 10-month-old infant, were seen online bound with duct tape on their wrists and ankles with their mouths taped shut, Commander Rex Gilliland told Reuters. One of the children was shown hanging upside down on an exercise machine.

The parents told investigators that the photos, posted on the mother's Facebook account, were a joke and that the children were not harmed, Gilliland said.

"It's clear in our minds that these children were placed in a very extreme situation," Gilliland said. "By the look on their faces, they were in sheer terror. I don't know how this could have been a joke."

Authorities were called to the scene after a person who likely knew the couple saw the postings and called the Arizona Child Abuse Hotline, Gilliland said. The caller knew the names of the parents and where they lived.

He said investigators seized about a dozen similar photos, some that were not posted online, from the home north of Williams, Arizona, about 175 miles north of Phoenix.

The couple were being held in a county jail as of late on Thursday. The children have been turned over to another family member, Gilliland said.
